動物保護法第20-1條規定，直轄市、縣(市)主管機關應提供適當之公共場地，供飼主攜帶寵物活動與使用。高屏溪左岸高灘地高屏橋下交通方便、周邊無住宅區、佔地廣，在寵物公園內設置各式設施，例如彩繪水泥涵管，讓主人與毛小孩躲貓貓；跳高輪胎架可讓毛小孩訓練跳躍能力；浪狀棧道可讓毛小孩鍛鍊腳力。寵物公園的設立，象徵著本縣整體動物福利的提升、其中也富含生命教育的功能，同時旁邊亦有慢速壘球場、足球場及籃球場供民眾休閒運動用。

There has all kinds of facilities, such as colorful tube, where breeders hide and see with their pet；The pets have a training of jump with the jumping standard of the tire； When pets walk on the trail, it can do physical exercise. We build the park of the pets, and that promotes welfare of animal in this county and it can teach people about meaning of life.
